Lord of the Rings - Isengard

Description
Bring Saruman the White in the helms of Isengard into the roster of civilization!

Saruman heads Isengard, a powerful production civilization with strong early to midgame production bonuses and a useful infantry unit to boot.

Trait - The Rising Tower
Starts with Mining, and gain an extra spy when spies are first unlocked. Gains 2 additional unique buildings on top of his unique units, namely the River Dam and the Furnace.

Unique Unit 1 - Uruk-Hai
Replaces the Longswordsman. Slightly stronger and faster, and doesn't use movement points when pillaging.

Unique Unit 2 - Lumberjack
A unique laboring unit independent of the Worker. May only chop forests and jungles, but provides more production and grants the nearest city a unit of lumber resource.

Unique Building 1 - Furnace
Replaces the Forge. In addition to the regular restrictions and bonuses of the Forge, Furnaces also grant additional base production, while also granting 15 experience to siege units produced in the city. Furnaces also allow Isengard to use lumber resources harvested by Lumberjacks to get bursts of production, which is increased significantly based on the amount of iron resource worked by the city.

Unique Building 2 - River Dam
Replaces the Hydro Plant. It retains the benefits of a Hydro Plant, but unlocked much sooner at Engineering, and costs much less to build and maintain.

AI
Saruman is much more aloof than most of my other leaders, and while Saruman is not an overt warmonger, he is definitely a schemer who is quite conscious of the competition near him. He is more than willing to settle disputes with a fight, often with a large army he's able to raise thanks to his powerful production bonuses.

It is commonly assumed by this point you guys have all the DLCs. For one, spies require gods and kings and while I don't think any of Saruman's kit connects to stuff in BNW I cannot test such compatibilities.

Does this mod require the brave new world expansion, per chance? I reeeeeally wanna play with your mod.. I'd appreciate a basic set of instructions in case I didnt extract something right, for example.
Thank you very much if you respond

@Weaponized Autism
Mod enabled and a problem? Perhaps there's files missing or something, since my Isengard should not conflict with any preexisting LotR mods AFAIK

I'll probably be completely ignored, but Isengard isnt showing up as an option for me to play in the game set up, even with the mod enabled. Am I missing a step- or is it a coding issue of some sort?

Does this need BNW?
Or can this (PLEASE) be Vanilla?

Hey, great mod (little overpowered) but there's 2 problems (one big one and one small one):
Big problem: The "Fuel the Fire" ability gets in the way of looking at what luxury your city wants forcing you to guess, write it down somewhere else, or ignore it. And WLtKDs are really good, so it sucks it gets in the way of that.
Small problem: The text for the Dam is messed up and just reads Mathalx_etc. I can't remember if the units have the problem (I don't think so though).
