[1.0] Remove Vocal Cords

Description
This adds a surgery to completely remove the vocal cords of a colonist or prisoner. They will still be able to perform all their daily tasks without trouble, but will do so in complete silence.
This can be useful for people with the "Annoying voice" trait or general troublemakers, since it will stop insulting sprees.

Keep the title but if you want to sound fancy you should refer to this operation as a "laryngectomy" in the description. removing someone vocal cords alone will cause them to die by aspiration.

In the screenshot, the pawn with removed vocal cords also has no fertility. Is this from the vocal cord removal?

@bedrockthynightwing If you still care, there's now a negative mood effect for pawns without vocal cords.

Masochistic pawns will not receive any mood change.

I can't count how many times my prisoners have started a chain reaction of chaos in the colony due to paranoid rambling. Removing their vocal cords? What a genious mod. Just brilliant. One less hassle to worry about, as long as there are other recreational activities they can perform to satisfy their needs besides social interaction.
