Feature

Add one country modifier has the buff in the picture.

Effect all the default empires and awaken fallen empires.
The buff will be got when starting a new game and the day right after using the mod.

pop assembly speed doesn't work
i think your modifier is wrong
it should be
planet_pop_assembly_mult = 0.50
