About the modified value, basically 2 agents lvl 5 will have around 50% chance of killing each other. Since the -50% added in this mod is additive the chance is almost 0%.
If a lvl 15 agent try to kill a lvl 5 one he'll have something like 75% chance, so with the mod it's 25%. If you add various skills in the mix the actual chance may vary a lot.
There's no perfect solution, but at least it prevent AI agent going into a killing spree early, effectively becoming lvl 30 monster that can kill your LLs.
This annoying bug is why a love this mod so much. But it wroked while player had 100% def. The AI could perform actions only against players city. And they could still mess with each other.
Sorry for long message.. just if it's possible, please, could you do a version with "player have 100% def"?

Jesus Christ. The point is to nerf AI agent spams to make the game fair to some degree - not to neuter the AI altogether...
