Adds an alternative Brazil to the game, led by Getulio Vargas. Requires Brave New World (for now).

UA: Estado Novo: After researching Industrialization, policies cost 10% less, 10% less population unhappiness, and 10% less improvement maintenance.

UB(1)Petrobras: Gives 3 production, 2 Oil and +25% more military production in the city. Replaces the Nuclear Plant. Available after Biology.
UB(2)Vale: Gives 3 production, 2 Aluminum and +15% building/spaceship production in the city. Replaces the Solar Plant. Available after Electricity.
You can only build Petrobras OR Vale in each city, but not both. Note they replace later, more powerful power plants but are available in a much earlier era.

UU: Expeditionary Force: Replaces the infantry, gets 60 attack instead of 70 but gains 50% bonus in foreign lands and can capture enemy units.

A known issue: When playing against Vargas, there are a few wierd pixelated spots on his image. It seems like no matter what compression I used, it was always there. I hope it will be enjoyable all the same.
