My opinion: Brazilian military has always been underpowered and underequiped, and Petrobras did nothing to change that. But it did bring integration by paving cross-country roads. Instead of +25% military production, what do you think about +50% bonus for national land trade route starting from the city? And Vale could give +2 production and +2 gold on mines (and nothing else), or on mined resources (and keep the +3 production and +2 aluminum).
It would break the idea of two equivalent buildings, but would make them much more unique and realistic, I think.
