Gotcha. Just from my observations, it appears to be about a 30-35% reduction in movement.
And, is the increase in # of turns for the reforms a flat 20 (regular DEI: 50, 100, 200) and your mod (70, 120, 220)?
Got a quick question. Do you have a mod that lowers agents movement range, to go along side this one?
To me, that would complete this mod for sure as it feels a little off with only armies and navies having this.
