No Wasteland

Description
This mod changes most of the wasteland provinces in the game to colonizable provinces with 1 base tax and 1000 base manpower.

Sahara, Greenland, Northern Siberia and the Brazilian jungle remain unchanged.

Many thanks to Chris Ralph for the instructions to altering provinces.


Update 1 - Unmodified province files removed from history folder in order to reduce conflicts with other mods.


NOT SAVE GAME COMPATIBLE.
