Though I see a bunch of errors from LukeH's res mod, could be that I sent him the log.

Yeah, I very much doubt it's this mod either. This only adds some info to the POI list.

Blade, I have used this mod just fine, Have you looked at the rocket? It is probably waiting for a payload item to be loaded before it can go. If that is not the case, then Cancel that rocket, and send another one to the Anomaly.
