(Tiny Emperor) Mining expansion

Description
A small mod that adds a repeatable decision to regular worlds (not habitats, ecumunopolis, or ringworlds) that increases their max mining district size by 2 through the use of an unique planetary deposit.

The decision requires:
50 influence
1000 energy
360 days

The decision can be repeated indefinitely.
