Description

add more 7 administrators @ game start for the player only.
This mod changed the maximum "administrator" to 16 positions.
After position 12, you have to assist the admin by Click the city first and click "issue administrator".
Wanna remove him or her, have to Click the city first and click "issue administrator" will see "dismiss".

If any gone wrong please let me know.
