Jatt's Bugfix: Fleets not attacking

Description
Lowers COMBAT_DETECT_RANGE_MULT from 1.05 to 0.75 which makes fleets that have weaponry with high base range and/or high weapons range modifiers able to engage in combat again.

Do note that this will make fleets engage INSIDE their max weapons range. Which may have some unintentional balance consequences.

Paradox, give COMBAT_DETECT_RANGE_MAX plz! :3

Compatibility
Modifies a single value, COMBAT_DETECT_RANGE_MULT, overwrites no files. Should be compatible with everything unless something modifies the exact same value.

Versions affected
This bug has been in Stellaris since day 1.
The bug exists in all versions of the game, including the latest Wolfe 2.3.3 [9b71]

works in 4.0 series also, since it does not change a major data set, only ship distance for weapons

Anyone could tweak the file where that setting is themselves if something above 0.75 is already enough and preferable right?
Or in case 0.75 isn't actually enough.
