Description
Mod option to add a percent bonus of starting funds (percent defaults to 0).
This is added when you load into the map, not before.

To load mods in the main menu, you need to toggle a mod (any mod) in the mod manager, then you can go into the options

wrong mod. this is "Fireworks Launcher" mod file, maybe.

Also the first time you enable a mod in the manager, the mods will be active, so you can go to Options>Mod Options and change it without having to do the restart map stuff.

Once you set it in mod options it's saved for the next time.
