для ручного строительства можешь использовать мой другой мод city building asset, который был создан как помощник для создания данного мода. но здания там - просто декор, они не функциональны, людей и магазинов там не будет, ресурсов требовать они не будут.
как сделать ассеты функциональными - я не знаю, для меня это сложно.
