Report a translation problem
it works on all mods but be wary of publicly uploading such things without permission from original makers, personal use might be ok.
This is how I did it:
1. unpack the PBO file with PBO Manager. keep all unpacked files.
2.find the configuration bin file- depending on mod, you may have to really search for it.
3.convert the configuration bin file to a Cfg file with Arma 3 Tools.
4.open the configuration Cfg with Visual Studio Code.
5.locate the armor value and change it.
6.save your changes.
7.use Arma 3 tools to convert the configuration Cfg back into bin format and put it back with the unpacked files from the PBO.
8.use PBO Manager to repack the files into a PBO file.
It should work though I might not have covered everything, also the edited mod is a local mod so it needs mounting to play it which can be done from the Arma 3 launcher.
Though nice to know armor values in mods can be edited with the some available software: Arma 3 tools and Visual Studio Code for those who ask.
