Passenger transport by helicopter V2

Description
New version of the helicopter passenger transport system using blimp, use AVO mod to disable the blimp vehicle.

In this version there are fewer required items and aesthetic improvements.
Also no missing assets in loading screen mod. (Let me know otherwise)

Cool for big cities and to have access to remote places.

Must Have Natural Disasters and Mass Transit DLCs
