Updated to 3.0.3

My attempt to rebalance the Administration Cap.

My thinking is that Districts should lower your size because they are effectively helping you govern your planet, while new colonies should be increased because you are adding a whole new planet to your government.

With my current numbers, this equates to a colony of at least size 20 should equal a +/-0 with max districts, with a small increase of 1 per 10 pops. So if you develop your existing colonies before making more, you can get to a point where you can keep expanding without much difficulty.

These numbers were also set with the AI in mind because in our recent playthoughs, we noticed that the AI tend to spam colonies with 1-3 districts so if the AI correctly takes this change into account, then this should help with that.

(These specific values are biased towards how me and my friend like to play)

Changes to Empire size:
Districts = 1 -> -0.5
Systems = 2 -> 1
Colonies = 5 -> 6
Branch Offices = 2 -> 1
Pops = 0.5 -> 0.1

This mod modifies the 00_defines.txt file and will likely be incompatible with other mods that also do so.

Which .txt file is this that gets manipulated? I found the penalty for sprawl section but not this.

I like your idea of having districts play positively (through a negative number ;-) into that.

You can make your mod much more compatible with all others by editing 00_defines.txt and keep only the NGameplay tag, {} and the variables you edit. The others will thus be left untouched. No need to produce the full defines file.

i thought about modding the different levels of the admin-building on the planet to help with the empire sprawl.
but ill give this a go, i like the idea of pops raising the adminstrative strain and districts putting "structures" in place to steer them, therefore helping with the administration.
