Which .txt file is this that gets manipulated? I found the penalty for sprawl section but not this.

I like your idea of having districts play positively (through a negative number ;-) into that.

You can make your mod much more compatible with all others by editing 00_defines.txt and keep only the NGameplay tag, {} and the variables you edit. The others will thus be left untouched. No need to produce the full defines file.

i thought about modding the different levels of the admin-building on the planet to help with the empire sprawl.
but ill give this a go, i like the idea of pops raising the adminstrative strain and districts putting "structures" in place to steer them, therefore helping with the administration.
