A War of Whispers

Description
A War of Whispers is a competitive board game for 2 to 4 players. Five mighty empires are at war for the world, but you are no mighty ruler. Instead, you play a secret society that is betting on the results of this war while pulling strings to rig the results and ensure their bets pay off. A War of Whispers is a game of deep strategy, hidden agendas, and shifting loyalties.

You start the game with five loyalty tokens, each corresponding to one of the five different empires, bet randomly on a loyalty value. Your primary goal is to ensure that when the game ends, the empires you are most loyal to control the most cities across the globe. Gameplay consists of turns broken down into four phases:

- Deploy agents phase: In player order (starting with the first player and proceeding clockwise), each player removes, then deploys agents to empire councils, the positions on the board marked Sheriff, Steward, Marshall, and Chancellor.

- Empire turns phase: Each council position on each empire council will take an action. If a player has acquired cards, they may play them during this phase.
- Cleanup phase: Add the turn marker to the next space on the turn tracker, then each player discards down to the hand limit of five cards.

- Swap phase: In player order, each player may swap two of their unrevealed loyalty tokens. If you choose to do so, you must reveal both of the swapped loyalty tokens. They remain revealed for the rest of the game.

Gameplay repeats itself in this order four times. When the last space on the turn track is filled, the game ends immediately and scoring commences. The player with the most points based off their empire loyalties and the cities they control wins.

UPDATE 1: Thanks goes to Plat for uploading the models that spruce up the game board and help a lot with map marker visibility, which is essential to the game! Now it looks like the Deluxe Edition of the game!

UPDATE 2: New game board uploaded! Minor but important changes to setup. Apparently, the original board I had uploaded was not the final print version. That has been rectified.

UPDATE 3 (4/15/2020):
- All Forts, Farms, Cities are multi-state to make switching colors easier. Thanks goes to tracerterent for the suggestion.
- Added Empire Card guide
- Auto-randomizing Loyalty Token bag added

UPDATE 4 (4/17/2020):
- Deluxe Edition Empire cards now included + rulesheet! (Thanks to Sarcasm_Duelist for making it possible)
- Another suggestion from Sarcasm: I added a second set of Loyalty Tokens in everyone's hand. After completing the Loyalty step of setup, players can rearrange these tokens to match their player board and have a constant, visible reminder of their Devotion level to each Empire.
- Enlarged hand sizes to make reading cards/tokens easy, even with full hand.

UPDATE 5 (4/23/2020): Big thanks to Sarcasm_Duelist for doing all the work on this one!
- Scripted Empire Control Scorecard. The amount of cities/forts/farms each Empire controls is updated in real-time and easily visible to all players. Using the state changes now automatically updates the Scorecard. Makes final scoring and performing certain actions a breeze!
- Deluxe Edition First Player marker added.
- Game box added to table. (You'll find the Deluxe Edition cards inside there since they are optional)

- New board model (not a giant token anymore).

UPDATE 8 (7/13/2020)
- Corrected wrong set of loyalty tokens
- Changed the loyalty tokens from actual "tokens" to "cards." Largely only affects aesthetic; it's easier to put them in your hand and shows the back of the each token in other players' hands.

UPDATE 9 (3/19/2021)
- Dark Alliances expansion content added
- Corrected expansion card backs so that they appear properly when in players' hands

@lexules I can't recreate the problem, but I wouldn't be surprised if it's an issue or bug with Hotseat. I have had many random problems like yours when trying Hotseat in the past.

One other possibility: is it the white player color that isn't showing up? There is a glare on the table edge that makes it difficult to see the white player color when selecting them.
