Version: 0.5

NOTE: This mod is currently under beta, meaning that while the functionality is complete, I will be using this mod in my current games to ensure it functions as intended. If you still wish to use it, please let me know here if you find any bugs.

Overview:

This mod replaces the original 10 year "Encourage Planetary Growth" decision with a permanent decision that incurs a monthly food cost of 8.33 instead of an upfront one. It also adds a decision to cancel without penalty. Other than the tooltip, you can determine the overall cost of the decision by hovering over your empire food output. Under consumed will be "deposits".

The AI will use this decision as well. I currently have it set to enact the decision if the planet has equal to or greater than -10 free housing and the empire making 20 monthly food or more. They will stop the decision if the planet's free housing drops below -10 or if their empire food income drops below 9.

Files Modified:

Due to the nature of how this mod works, I was required to modify multiple decisions (mostly to add/remove the food deposit incurring the monthly cost) including:

Planet Food Boost
Enact/Stop Population Control
Enact/Stop Discourage Growth
Arcology Project
Arcology Project Relic

These files were located across three vanilla files:

00_resource_decisions
01_political_decisions
02_special_decisions

Other mods should be compatible with this mod so long as the edicts listed above were not modified by another mod.

To Wulli and Sayle for their mods on permanent growth that is currently on the workshop. I wanted to have the AI use this decision and also provide more feedback to the player which is why I'm creating my own mod.

btw just a note about balance with this mod: You divided the food cost across the number of days the decision lasts, but didn't take into account the value a resource has when it's still available to you for more time. Only spending 9 food at a time leaves you with a big stockpile you would not have if you have to drop 1000 all at once, and that stockpile can be used for other things.

If you wanted to preserve balance better, you should tweak the cost to be a bit higher to account for this. It's the same logic to how loans and interest work.

@Peter34 Lithoids and Machines don't get any of the growth decisions that organics get. So it not appearing as a Lithoid empire, even if you have organic pops in your empire, is how the game was designed and is intended.

It's not showing for me. There's no Encourage Growth Decision in the menu. But how is it supposed to work? In vanilla? This is my first time playing a Lithoid empire, and I'm using this mod.

@Peter34 Is it just not showing up for you or are you running into a problem? Lithoid and Robot empires don't have this decision available to enact.

Yeah, but then you had to manually take into account that in order to continuously do that every ten years, you needed 8.33 food per month per planet. Not sure why they chose to put most of these decisions on finite terms as you would likely want it all the time. It is much simpler to plan monthly than it is to plan ten years from now XD
