Replace Governor's Icon and Drawing into game: Mirror.
And when Governors assigned or promoted, voice will be played.

bug：在城市报告界面，总督头像没有小图标，显示不出来。

然后求调整下总督瑞娜对应的精灵头像把，在城市旁边显示时看着怪怪的。。。
