Besides, your wind turbine (1995) is unique, so, I think, you have the reason to upgrade it anyway.
No, it seems 3Division liked this mod enough they made it vanilla. The in game turbines are practically identical. There is no reason for me to upgrade these.
However both this and the solar plant mod I think serve a better purpose being placed close to work stations, commerce, and housing to allieviate pressure on the local power plants so they consume less. The way I see it working is I place a wind farm within' walking distance of some houses or the train terminal of a industrial center and the buildings will consume power there BEFORE they consume power from the substation.
Because of this priority I think this mod can be used to fill the role of wind and solar power more closely; as a supplement to other sources of power such as nuclear, fossil fuels, or hydroelectric(which isn't in the game but the other two are)
