Introducing Prestige
Prestige plays a critical role in Attila/Rome2 game balance
It restricts small factions from spending too much on military and agents.
(Most AI would rather build units and agents all game.)
It hampers huge factions from rolling over the map.

Other related terms:
Imperium: The level one achieves through prestige points.
Fame: Table that totals prestige points and sets the level at which different imperium levels are reached.
Many mods have been created to modify Imperium, many with little understanding of how it works.

The purpose of this guide is to help players choose the right Imperium mod or create their own mod.

Primary Source in Vanilla
Prestige is primarily governed by technology in Vanilla.
Each tech, not matter its level, gives one 5 prestige.
I used to think this was a bad idea, but it really is just a time pacer.
As the turns move on, every faction gets more prestige at almost the same rate.
So even if one player pulls ahead in regions and armies, one can potentially catch up given alliances and income.

If you want to change this amount, change the Enlightenment Prestige fields in Technology Tables
How Prestige is computed
Secondary Source in Vanilla
The Campaign Variables table governs several variables that modders like to use for prestige.

prestige_famous_battle_defeat_value A negative number is appropriate and applied
prestige_famous_battle_victory_value "The number of prestige points granted for winning a famous battle."
Battles: Testing has shown this counts whenever you defeat at least 1 general and a full stack.
I haven't tested this further. It doesn't need to be a historic or even a large battle.

prestige_horde_army_value_easy 10 in Vanilla. The problem with 10 is that they will spawn another horde as
prestige_horde_army_value_hard soon as population is available. This isn't desirable if income and food
prestige_horde_army_value_normal is low. If you mod hordes to have more food/income, 10 is fine.
prestige_limit_faction_leader_honour Doesn't work.
prestige_limit_famous_battles I think this works. The famous battles have a limit. Vanilla turns this off.
prestige_limit_infrastructure This is a meaningless field. I've set it to 0,1,10,100. See below
prestige_region_value_bonus_original_home_region This works. One free point at the start.
prestige_region_value_bonus_province_capital This works. Change it to 10 and all cities give you 10 fame points.
prestige_region_value_easy "The number of prestige points granted per region you own."
prestige_region_value_hard This is usually a focus of modders. Setting this above two puts large empires
prestige_region_value_normal at a great disadvantage and favors the small
prestige_vassal_region_value "The number of prestige points granted per region your vassals own."
tech_first_in_culture_prestige_multiplier Doesn't work
captured_required_region_prestige_multiplier Doesn't work. I've set it to 1, 10, 100.

campaigns_campaign_variables_junctions
Mod this table to modify prestige for the Bel or Cha campaigns
Beware that prestige points are cheap in the Cha campaign
Note that 2 unique fields to govern horde fighting can be controlled here for the Main campaign.

Building Prestige
This is set in building level tables in three columns.
All columns work and sum.
A bug is that you can destroy and rebuild the same prestige building endless times.
When it is destroyed you lose no points.
When you rebuild it, you gain the points.
I believe that buidling prestige should be a primary source of prestige.
Large empires with no worthwhile buildings should not penalize Rome or benefit a dominator faction.

StartPos Regions
In Assembly Kit, one can supposedly set the prestige value for each Region in
start_pos_regions. However, I've built multiple startpos with these set at 20, 50, 99, 100 etc.
The field is dead.

Fame Table
You can raise the bar quickly on gaining prestige here.
It is a good place to temporarily rescue your campaign

Mechanics
Imperium is gained instantly once you cross the threshold in fame tables.
If you are loading a game and have changed the fame table or some other prestige table, you won't see the effect until the start of the next turn.
Imperium can be lost from losing territories. However, the imperium gain from buildings in those territories is not lost.
It hurts large empires.
Summing up Prestige and New Options for Modders
Levels
It is possible to add infinite Imperium levels.
I have added two more in this mod:
https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=1663854212

I find that the Imperium bar is hard to read after 9 levels.

It is your choice
If you want to benefit the three large empires, choose a mod that minimizes prestige gains.
Prestige gains hurt them.
Removing the prestige from tech hurts the small factions. That is their primary source of abilities to raise armies.
Remember the AI often has fragment armies floating around the map.

Mods
Read this mod. I am going to publish another Imperium mod that is more balanced in the near future.

My recommended Imperium level 9 mod at the moment:
