Description
Ever wanted to build your country from scratch? Now's your chance! Take a brand new country with no policies (except the ones the game forces you to have) and lead it out of anarchy, shapeing it to your liking.

[NOTICE: Sometimes the workshop downloads an empty folder. In these cases, after subscribing, you will need to manually install the files by downloading https://drive.google.com/file/d/1UnjMiRHkn3r95-lmnIicQ1mv7Qcwcwfm/view?usp=sharing and extracting it into your Democracy 3 folder (On windows 64 bit, C:\Program Files (x86)\Steam\steamapps\common\Democracy 3\ ). You have to be subscribed before doing this. No I don't know why this happens nor how to fix it.]

You start off with a perfectly balanced budget and satisfied populance, and it's your task to keep it that way! Income is derived for each of the compulsory expenses as follows:
- Road building is paid for by a minimal toll
- Science funding is paid for by a Graduate Tax (it is set to 5% so it uses the minimum graduate tax entirely)
- Border controls are paid for by minimal Tariffs (think of it as an immigration fee)
- Labor laws are paid for by a minimal Corporate Tax (think of it as the company publicizing it's existence)
- Police, intelligence, and prisons are paid for by a Property Tax (think of it as a "protection" fee)
All numbers are set using the range of "potential income" that is displayed on the policy ideas screen so that it's robust to the comings and goings of your economy. Will you keep the balance, or spiral into a Debt Crisis?

Nothing has been outlawed, it's the wild west, it's anarchy! This means there are a few little problems you start with, sapping your funds. But don't worry, the budget is perfectly balanced! The problems are:
- Alcohol abuse, the costs of which are covered by an Alcohol Tax
- Drug gangs, the costs of which are covered by a Recreational Drugs Tax
- Asthma epidemic, the costs of which are covered by a Tobacco Tax (cigarettes causes asthma in this scenario, just don't ask me what they're putting in them!)
- Pollution, the costs of which are covered by the Corporate Tax

The scenario is extremely challenging (did I mention it's anarchy?), so a few changes have been made the way certain policies work, rebalancing* so that it's playable. It's best if you discover them for yourself, but in case you need them, there's a full list in the comments.

Finally, there are three situations active at the start to guarantee that complacent populance:
- "No one knows us yet", reflecting your status as a new settlement, which puts a damper on immigration and international trade
- "New Settlement Kumbaya", which puts a damper on percieved Inequality, Racial Tension, Violent Crime, and Riots
- "Hopes for new government", which gives groups paitence before they start hating you
These fade out after a few turns, but should give you enough time to build up a government infrastructure before their negative effects emerge

I created this mod because I wanted to see what happened if you had no policies (which is, of course, impossible, so I went with the next-best thing) and were free to do what you wanted with the country. It has taken a lot of work to crate this scenario and I think that, now, you can take it in any direction you wish. I learned from the errors of the Land Of Nothing mod and the States of Anarchy mod, and I hope to have created an experience you can enjoy and to which you'll want to come back to again and again... at least as much as the vanilla scenarios.

*Disclaimer: balancing has only been tested for Vanilla Democracy 3. Recomended experience is with all DLC and mods disabled since they may introduce uncancellable policies which are NOT in the "nothing has been outlawed" position by default, and are definitely not balanced for in the minimalist budget. (I'm looking at you, Clones and Drones and your annoyingly uncancellable Automated Trading Limits.)

I'd love to give this a try, but I can't get it to work, nor am I seeing the files to move them around manually.

The mod page says its active but no blank in the country picking page
What is wrong?

I tryed to play the mod, but every time it loads this apperse: Inalid neural Function: .\src\SIM_NeuralEffect.cpp 128. What am i missing?

You'll be happy to learn that Limit Automated Trading is cancellable in the current alpha build of Democracy 4.

I also wanted to point out that this is one of the most interesting mod countries I've played (behind only the cyberpunk mod and the Monkey Island mod). It's nice having a scenario where earning money isn't an issue, yet the scenario is still tough.

@toad_004 I tried making it "load a non-existent policy" and it crashed my game.

To change the way an existing policy works, you add a new policy with the same name in the hopes that the game will overwrite the default one with it. This is what the Policies Unrestricted mod does. Unfortunately, an update in 2018 makes it just create two policies with the same name instead.

The mod description makes it appear that the only reason you left the uncancelable policies is that there isn't a way to change that through modding. I decided to help by pointing out a method to remove them, albeit in an inconvenient fashion. I had no way of knowing there was another reason why you choose not to do so, I apologize for the misunderstanding.

You can also add "LimitAutomatedTrading = 0" to the county's mission file to force that policy to load with the slider at far left, the "nothing has been outlawed" position for that policy. This does not make your mod require clones & drones , since if a mission file tries to load a non-existent policy, it simply does nothing instead.

Also, if there really is a way to mod an uncancellable policy to be cancellable without changing the game's files, then how is that accomplished?

@toad_004 because such a change would affect all scenarios, not just mine, as long as the mod is active, which fundamentally changes the purpose of the mod

If you can mod uncancellable policies into cancellable ones without replacement, then how is it done, and why didn't you do it in this mod?
