But you can use the units for you're own pack if you like and if you have more experience making textures etc for armours then go ahead
Just don't forget to extract the files for shield patterns otherwise patterns don't work on unit mesh
I don't do many mods for vanilla more like submods for various overhauls dark ages mod unit pack I done has custom units but garrisons should not be too strong till cities are upgraded to highest level
If you have rusted pfm have a look and see not on my pc at moment if any cities have garrison buildings like Roman garrison quarters then garrisons will be very strong especially with my custom units
I could not do much about it feel free to use this mod to create more balanced if you like I sort of stopped modding Attila vanilla game and doing submods for other overhauls etc
