The rising price of units 30%

The crux of this mod is to prevent the spam of elite units.
How it works? Very simple! Every unit of the same type will cost you 30% more. And so it is harder to spam the same units for both you and AI. Keep in mind that this is not a hard limitation. Very soft one.
