This is probably caused by your anti virus false detecting some game files.

About Workshop:
Subscribing to workshop items is not enough, mods for this game need to be installed into the game directory. There is a tool for this included in the game - WorkshopInstaller.exe, but current version has some issues.

Current version - since 2022:
- Error on launch when subscribed to less than 2 mods (or steam has not downloaded them yet)
- There may be an error when uninstalling mods in the same session after installing mods, so to avoid that reopen the tool before uninstalling mods.
Solution: use the updated version or the Custom Workshop Installer

This is probably caused by bad savefile, try deleting it. If it comes back, disable Steam Cloud Sync for this game.
