This mod added force confederation and vassal options for all factions. The confederation only works for the same cultural factions due to the game's limit.

AI不会用这个选项。
贼徒和汉家不能通过外交合邦，所以给选项也没用。

does it make it so you can confederate at any level, if not someone needs to update the old mod for that
