Pick the skill to learn
an event between you and the chosen character practicing the skill with a skill check against eachother, with a small variable reward/penalty if you win/lose
2nd event with a learning check for both you and the chosen character to see if 1 both or neither of you learned from the practice
closing event with the results
The decison for Jousting Tournaments appears for both tribal and clan governments but does not function, a quick fix for that is to just add the following to the decision

has_government = feudal_government
is_landed = yes
highest_held_title_tier > tier_barony
}
It does however give me the idea that you could have tribal or clan themed tournaments to provide a similar funtion if you wanted to take the time to do it.
