[WOTC] No Stat Boost From Covert Actions

This mod disables all stat boosts from Covert Actions. By stat boost, I mean individual boosts to soldiers stats like + dodge, + health, etc. You will still be able to gain rewards from Covert Actions.

This was originally developped as part of my Soldier Development mod but I have decided to make a stand-alone version for people who would like this feature only.

I am aware that another mod is attempting to do this, but I decided to publish this one for the following reasons:

• That other mod makes other changes like increasing kills gained from Covert Action missions
  
• It disables the stat boosts through ini configs which creates dud rewards in-game
  (eg. "+0 Dodge", "+0 Health")

My method won't create dud rewards in-game. It simply doesn't show any text in the soldier slots.

This mod should be compatible with any mod.

It is safe to add mid campaign. However, it will take some time for the changes to show since it will only be applied to Covert Actions created after enabling this mod.

The same thing will happen if you disable this mod mid campaign; it will take some time for the stat boosts to start reappearing.
