There may not have been enough assets on the WS for high commercial. Also, historic Chinatowns are predominantly low commercial and residential.

For some reason the only high commercial allowed in the chinatown district is drome cinema

Frankie & Bear, sorry for the delay, but I just tested this Collection and it works fine. I think you are experiencing a local issue where your Pagefile limit is exceeded and/or your computer is running out of memory on load and skipping some assets.

I just tested it and took this screenshot (forgive the vanilla yellow hue):

Sorry; I had not seen your question until now. Subscribe to your Style. Go into Content Manager in your game, Click Styles and then click Update on your Style. When the new window opens you will see a tiny folder icon in the lower right corner of the Image pane - click it and a folder will open. Replace the file "PreviewImage" with a .png file that is smaller than 2MB in file size and also named "PreviewImage" and click Update.

That's it!
