Try freeing up more RAM, try removing unnecessary or unused assets you are subscribed to. Try Loading Screen Mod and read the instructions on how to read the text file to see what happens when the game loads and what's missing and maybe a solution will be available there.

Even then, if the Style lacks a certain level asset it will use any asset for that level that is enabled.
The only perfect way to control what grows, aside from using a Mod and placing everything manually, is to bulldoze anything that you don't want until what you do like grows there, then make it historical.
When I am done with each city I make virtually every growable building in it has been made historical. tedious but worth it not to see those damn cartoon modern homes and businesses the vanilla game has for the higher level growables.
