@Vimes move the files out of 22388_Basic Flats and into the Test1 folder.

I see this within the log....

Failed to open E:\Steam\steamapps\workshop\content\784150\2312411437\test1\building.ini

@Thomas i figured out the problem, but until i figure out how to update files, you will have to manually crop the files out of the 22388_Basic Flats folder and into the test1 folder. @Bud_Spencer already did this, his comment is below. Thank you!

@bud spencer Thank you, but i'll have to figure out the workshop mechanics first. I actually don't know how to update files without making a whole new item.

Gladly ;) The buildings are now in the content.
It's just one more little thing with the folder structure. The files are located in a second subfolder (22388_Basic Flats). These must be in the first (test1) to be read. The second is therefore not necessary. I manually cropped the files and can now enjoy your houses, they look great.
