@RorschachInk If you don't see the decision at all that likely means your culture isn't compatible or your government isn't compatible (you can't "Form Scythia" while nomadic, you have to "Reforge Scythia" which makes you become settled). If you have those traditions, you're a woman, and you're not nomadic, something must have broke; I'd need more information.
@Darviathar If you're nomadic you'd be "the Scythians", if you're "Scythia" then that's a settled nation. At least, that's how the game seems to handle those terms. You can play as "the Scythians" and be nomadic, but becoming "Scythia" will require you to become settled. I'm trying to not rock the boat too much in how the game handles such titles.
