the game was coded like this so that the Ai don't only spam high tier units like in AOW3. i did increased ressource priorities for higher tier units and should have allowed it to be able to fill 90% of its armies of the same unit if it wants to. but ultimately i am not sure if it does really work as intended. the modding tools may have lots of options but we may be limited by what's hard coded.

_i didn't checked any buildings priorities. so these problems may also be in vanilla.
_i feel like thats maybe why the devs limited the number of AI cities. honestly thats a problem i didn't thought of. i don't think this is solvable unless i put back the city limit.
_it is indeed kinda easy to request stuff via diplomacy... the boost in cosmite was for it to get enough ressources to push the Ai in getting more mods for its units. the best way to fix this would be to try and find a way to limit what an Ai can trade with another player. dumno if that option exist within the modding tool we have.
But also I've noticed few issues:
- Most colonies have Basic Research Building. Not Food one. In general AIs' cities tend to grow to 10-12, including HQ. I play on extreme difficulty. When my colonies have 24-26 colonists, AI's usually have 10-12, rarely 16.
- AIs spam cities but every city has 2-3 sectors at max. So conquering is very tedious, because you have a lot of small colonies (I don't usually raze them). And with this another imperfection shows - AI don't know which city to defend while invaded. It's many stacks are scattered and rarely come to HQ to defend.
- It's very easy to request cosmite: 10-20 per turn from any AI with non aggression pack and higher. So I can get even 50-60 cosmite per turn while I get 10-15 from buildings and nodes. This makes game very easy, especially when I can put tier IV mods on units on turn 10.

But it still won't equip the T4 unit with mod ,and AI always produces lot of T1 unit after 50 rounds。。。these led to weakness for ai at late of game。
"Very hard" difficulty is pretty much optimum for semi serious games, for me atleast, and the matches feel sometimes really nicely tight in difficulty (I play medium maps with 8 AI`s, in mostly land), but I still feel that I could up my gameplay if the AI opponents would be unshackled.
TLD: I want the AI to be more brutal on lower difficulties than the hardest difficulty.
