Description
Adds two game rules to change the difficulty of creating a cadet branch:

Create Cadet Branch Difficulty
Normal: Creating a cadet branch is unchanged.
Harder: Creating a cadet branch is harder, with the extra requirements:
  • You are an Emperor, King or independent Duke
  • Your Level of Fame is Illustrious or above
Significantly Harder: Creating a cadet branch is significantly harder, with the extra requirements:
  • You are an Emperor or independent King
  • Your Level of Fame is Exalted among Men or above

Create Cadet Branch with Hook
No: The Level of Prestige requirement for creating a cadet branch is unchanged.
Yes: You can circumvent the Level of Fame requirement of creating a cadet branch with an available hook on your house head. (On Create Cadet Branch Difficulty Normal this has no effect and on Significantly Harder it requires a strong hook)

These changes also apply to the AI, resulting in fewer houses but every house is more notable.

Note: cadet branches can still be created by the game mechanic that when a house head demands a house member to convert and they refuse, a new branch is automatically created.

Motivation
Tired of seeing your legendary dynasty shatter into hundreds of small houses headed by nobodies? This mod makes every aspiring new house head have to earn his right to found a new cadet branch, either by being a legendary king, or possibly by blackmailing the current house head...

doesnt work for me, even checked it on characters who were able to make a cadet branch and there wasnt any change and yes it was enabled on the highest

The AI ruler in question is a very distantly related dynasty member. The game doesn't show any relationship (ie not cousin, etc). There were two AI kingdoms of my dynasty, and one finally decided to create a cadet branch, while the other one fell apart. I suppose it could be working as designed, it's just the AI took a long time to do it.

@kgptzac were they directly related (child, parent, grandparent)? By default the game prevents ai directly related to a player from forming cadet branches in order to prevent them from sniping the the position of house head from you. I'll think about how to rebalance this, as now if you are a vassal in your fathers kingdom, your father will indeed not form a cadet branch, but you are not able to do so yourself anyway.

I changed the compatible version to 1.3.*, so now there should not be a warning anymore in the new update. For now there are no other changes, but I'm working on some updates.

Also it seems only my dynasty's independent kings are not doing it for some reason. I see AI dynasties making cadet branches normally.
