In the aftermath of the Legion's victory at the Second Battle of Hoover Dam, the NCR is in full retreat. In the north, the shattered remnants of General Oliver's army fight a desperate rearguard against their Legion pursuers.

To the south, the vitally important HELIOS One power station stands in the path of the Legion advance. Scarcely manned by a skeletal garrison and some survivors from the westwards retreat, it is ill positioned to resist the might of the victorious Legion.

You are Captain William Creighton, formerly of the 22nd NCR Light Rifles. You were at Hoover Dam, most of your men died in the battle and you yourself barely escaped death. Only by your own grit and determination to fight through to friendly lines were you able to make it out alive.

Upon arrival at HELIOS One you head into the power station to meet with the senior officer in charge of its defence, Colonel Peters.
