The NCR lost HELIOS 1 the same way they took it from the Brotherhood: Being overwhelmed and overrun. Ironic.

This is actually part of a narrative campaign on my Discord server. Basically each turn is like a mini map competition, and whoever wins gets to decide what direction the story moves in. At the moment the Legion have won the battle of Hoover Dam, and if my map wins, I'll be able to stop the NCR from completely collapsing.
