Universal AI for FotS - Increased reliability

Description
This is an update to TheHedgeKnight's Universal AI mod. Along with bugfixes and small tweaks, I made changes following UAI's design for Fall of the Samurai, mostly in the area of recruitment and building orders. This also includes Yarki's Reduced AI Cheating mod, merging them is the safest way to ensure they load correctly. This version includes increased reliability for major clans to prevent nonsensical allegiance changes and reduce factional infighting. I don't have the time to properly test it, and didn't want to keep the people (like 2 persons) so any feedback appreciated. This change is not that experimental, it wouldn't break your game or anything, at worst, it can make the AI less backstabby, but they are already more aggressive. I would personally use this.

FotS Update:

AI recruits much better armies, especially focusing more on artillery. You'll see less of the full cavalry or melee armies.
AI focuses more on specialties, and also on critical buildings that bring significant improvements (tier 3 ports, tier 2 artillery, tier 3 dojo etc.)
AI is aware of the synergy between artillery and gunsmith (accuracy bonus)
AI military aggressiveness is increased, especially for major clans
AI defends its ports better
AI prioritizes critical technologies (kneel fire etc. )
AI does not choke its provinces with heavy taxes
Reliability for major clans is increased, hoping this will reduce suicidal allegiance changes
Autoresolver balanced (militia do not suck so hard, winning ships take less damage)

Changes from UAI:
AI gives more importance to military strength in diplomacy.
AI should play a bit more safe in invasions (defend its regions more and attempt invasions when success is likely).
AI should defend its borders a bit more.
Chance for mission generation is reverted to vanilla, changes to diplomatic attitudes are removed (both are out of scope and may hurt compatibility with other mods).
AI is less fixated on lightships.
Tweaks to autoresolve calculation.
Some duplicate entries and typos fixed, many small tweaks to document.

This is included in FotS Enhanced.

Plans & Issues:
AI technology priorities can be tweaked more.
Naval recruitment in FotS is worse than vanilla since the AI isn't aware of different classes of ships (i.e. difference between Kasuga and Kaiten). There might be a way to re-introduce ship classes, will look into it when I have the time. I need a better understanding of naval warfare in FotS before that though, if anyone has resources, that would help a lot.
