UPDATED FOR 3.2

This is a patch to fix the issue for Capital arcologies with the Ethics and Civics mod.

Without this patch you won't be able to create Capital Arcologies with Direct Democracy Governments forms.

yup, districts don't appear on capital arcologies.

capital and necropolis can be spawned but no districts usable
