Should it work with the other Starnet mod, StarTech too? They are similar.

It shouldn't matter; I overwrote everything individually rather than the whole files.
This mod's main purpose is removing that behavior. The way Starnet does it is by building tons of city districts and housing buildings; this mod removes that behavior (it also stops the AI from scrapping assembly buildings after 400 pops).
