is it me or holy war and reconquest should be swapped; seems cheap to have 1/4 of the penalty if i just have a different religion but if someone controls one of my cities it should be cheaper if not absolved of penalties?

@alif you must not understand history if you think anyone penalized anyone for colonial warfare when it occured. most warfare isnt just in the first place, not every civilization is all for democracy and equality, this mod takes this quite into account.

is the warmonger Penalty also put onto the AI or just the player

This could get very political, but I'll say it anyway:
Colonial wars should have 100% penalty. Reconquest 25%
Ideological and Holy wars should both be 50%

Follow up: Its not this mods fault btw, now a bunch of my Civ 5 mods are appearing in Civ 6.

The rules for the Territorial War are a bit strange.
On the one hand, I can understand that you want to limit the requirements. Otherwise you could flatten every other Civ in the area with the lower malus in the early to midgame.
But on the other hand, if you like to play warlike, you have already conquered everything in the vicinity in the industrial age anyway.

How is the casus belli actually selected? Does the mod / the game automatically selects it or can you select it yourself?

Colonial war is basically, "You are too underdeveloped to rule your nation any further. The coming rulers are sending their regards!"

Is it good compatibility with Vox Populi and Community Balance Overhaul mods ?
