Colonial wars should have 100% penalty. Reconquest 25%
Ideological and Holy wars should both be 50%
On the one hand, I can understand that you want to limit the requirements. Otherwise you could flatten every other Civ in the area with the lower malus in the early to midgame.
But on the other hand, if you like to play warlike, you have already conquered everything in the vicinity in the industrial age anyway.
Also added a small cosmetic thing, SURPRISE WAR becomes BETRAYAL when you have a Dec of Friendship. (Same penalty.)
