Is construction time -2 working? I am playing mandate of heaven campaign. It does not seem to work.

@smokeball3, that is this mod's decay, I haven't updated the picture. so -4 --> -10 decay

i use it very well thank you // all effects are well applied except -4 intimidation( applied -10) i don't know what's the problem. maybe my another mod's problem.
