I tested it on Sun Jian and it works well but gains like Prestige, Peasantry income and Faction Support do not work. Character Salary discount also doesn't work. The rest of the features work though for some reason my units get immune to Terror but not Fear. Both of them are separate debuffs with fear giving -4 morale and terror -6

Since AI Shi Xie will not buy chests would you consider making a mod that spawns chests? (perhaps 1-2 chests per year for the faction that controls Jiaozhi?)
