LOAD AFTER THE DEI MOD FILES

This will hopefully work, I made a submod out of the DEI data.pack files.

The reason why my normal No AI Agents mod didn't work is because it used the vanilla data.pack files instead of the DEI ones. As per usual, the Agents that the AI starts the game off with will remain, this mod will only prevent them from recruiting new ones by making the budget allocations for agents in the AI files into 0, meaning that the AI won't invest into agents.

I don't know if it works, as I don't enjoy playing rome 2 or DEI, but I made sure that this doesn't crash the game at least. If it does not work let me know, I have another idea as to how to change the files in case this doesn't work.
