Anti Cavalry Buff, Superior Zone of Control

Description
Anti cavalry units' zone of control negates 'ignore zone of control' ability. So their zone of control is effective even against cavalry class units. No one is escaping from anti cavalry!

@D34DLY, sorry for the late reply but that is not the mods doing :) Cities exert their own ZoC over ships.

fyi: this also exerts zone of control on naval units, for example when a spearman is in a city.

@JNR Thanks! Only problem with this method is zoc won't be highlighted until cavalry units get into it. It works exactly like the Indian Varu. And those words from a legendary mod maker made my day :)

wow amazing that simply setting the modifier to false can negate the effect. Kudos for actually trying that out in the first place!

This actually feels like a nice change for Anti-Cavalry units. A slight buff that makes them more useful for their intended purpose, without compromising the weird Rock-Paper-Scissors design of Civ.
