This city was started to stress test a Diverging Diamond Intersection, hence the single highway connection to the Downtown island. It can run with despawning turned off, but it will have some areas of traffic congestion if done so.

It has previously been run with other mods enabled, so I am not sure how the game will react, particularly if the "subscribe to all" button is used, but it should run with only the mods linked to this upload.
