I also meant to say, that I thought a lot of the ideas behind the mod, were inspired (particularly phaseblade, which is very evocative of a kind of weapon that would actually exist in the world).
Also I didn't mean that Anetropic Engine being better than leap was a criticism, I agree it should be better than leap. Also, in a piece of good game design on your part it's not just a 'strictly better' leap, since leap costs 1 and can do more reliable single-target damage, its not rendered totally obsolete.
It might be more appropriate at the IC level, though I can't speak to that yet.
It is commonly agreed that charge cards fall short compared to the things that smoke cards can pull off, so I made the mod as an aswer for that, trying to make cards that would hold up into endgame fights, So that's one thing to consider.
Another one is the tier of the fight, it being high SotC. Even in the base game higher tier cards are straight-up upgrades from lower-tier ones (ie: Sharpen Blade vs Snake Slit), so I don't personally see an issue with Anentropic Engine being straight up better than Leap, which is Urban Nightmare (this is regarding the draw aspect only).
with all that being said, however, I do think you are making some very valid points, and agree a revision of the cards for balance's sake could be in order. I will get into it as soon as I have the time

Compared to Bi An it has about equal dice power. They both give card-advantage and can help defend against an clashed page. At their best they are 4-for-one card advantage They defend the page they are blocking against, negate an unclashed page and draw 2. Powerful stuff. But Anentropic engine also adds on the potential to give multiple stacks of paralysis - the most debilitating debuff in the game - through its counter dice. Plus it costs 1 light less.
The adding on of counter-dice in particular often feels gratuitous. At 8 charge, liquidate is the strongest 3-attack series on a single page in SoC, why does it also make you safer than Emotional Turbulence?
