UWE - City Farming Compatibility Patch

Description
Adds City Farming roof-top farm and rat box functionality to UWE crops.

I followed the same formula City Production used to derive it's farm stats. (That means I didn't do any special balancing, some things might be slighly over or under powered.)

I buffed the moisture farm, as UWE farms have far higher water requirements.
